We tested DOORS Next V7.0 and V7.0.1 with about 20M artifacts in a server repository and about 4M in a project. You can find the details in the performance reports in the deployment wiki here on Jazz.net. Note that these are artifacts, and the data managed by the system includes versions of each artifact. Your team's usage patterns could differ from what we tested.

Rather than document a "maximum" we document what we have proven in performance tests in a particular environment and data shape/data mix.

For module size it's common to see customers with 3K-5K artifacts in them and up to 10K. I believe some have 100K artifacts. I don't know whether there is a practical maximum. At some point teams realize it's hard for them to manage their work when the modules become too big, takes too long to generate and print reports, etc.

Our experience is the larger the module, the more difficult it is to find what you need.  We have a couple that we migrated from DOORS 9 that are above or pushing 10,000 artifacts, and experience exactly the issues you describe Daniel.  We encourage all new Projects to break out their requirements into smaller modules (e.g., one Module per UI Screen).
