Permission denied : when RTC tool is accessed

Hello when I'm  accessing rtc tool through web client( https://xxxx/9443/ccm/web ) following message is shown and unable to login 

"Permission denied
Your account does not have the group memberships required to access the requested resource. "


Above message is shown when I access rtc through web. 
Also I'm unable to access RTC through eclipse.
Please help me to resolve the issue 


Note : 
1. Tool was working without any  issue. Further server (where rtc is installed) restarted for some reason then the above issue is seen.
