Installation of RTC through launchpad does not respond?

Hi,

Installation of RTC Client from an archive through Launchpad does not respond ?

However renaming install-client.xml in win32 to install.xml and execution of installc.exe proceeds the installation. Is the xml expected to be install.xml? Is this a release defect?
