The RQM 2.X documentation mentions importing requirements, test cases and manual test scripts from XML files.

However, I'm having a difficult time finding any resources or examples on how to do this.

Where do I need to look?

The best place to look for general API information (including the definitions of what resource XML should look like) is here:

You can find sample XML files in \samples.
Those XML files should all work and you can use them as a jumping off point for your own work.
