Creating Stream for source control

In the following IBM documentation, it provides instructions for creating streams for source control.  Does the Global Configuration Component have to be enabled to create source control streams?

No you don't have to have global configuration enable to create source controls streams. However you do have to have the right license key and permission in the project area to do this.

I was able to find a bit more information.   upgrade to 6.0.6.1 (we are on 6.0.6)

Permissions. I have Dev license and the roles  have source control "streams" enable.   Is there anything I might be missing? (I've searched!!)

You can now create streams and repository workspaces in the web client.
