Receiving timeout Error when changing flow Targets

RTC 6.0.3, eclipse client 5.0.2

A developer keeps receiving the following error when changing flow targets

Could not Initialize component sync context

CRJAZ0099E An HTTP error occurred when this URL was being accessef:/https://aur-cap.ccm01:9443/ccm/service/

com.ibm.filesystem.common.IfilesystemService.  Error Details:Java.net.SocketTimeoutException,

Can anyone tell me what is causing this error and how to fix it?
