Is there some permission that I need to configure an "In Test" state so that I can then drag and drop into a Kanban column?

I created a Plan in RTC and added work Item Stories and am using the Kanban view. I edited the Kanban board to add the "In Test" state column and make it viewable but am unable to drag and drop items into that state. I see a message saying that the state is Unsupported when I attempt to drag an item into the "In Test" column. It appears that I can set the Work Item to the states that are supported and drag  and drop them into the supported columns. I have been given Iteration Manager permission. Is there some permission that I need to configure an "In Test" state so that I can then drag and drop into that column?
