No. In DOORS NG, gone is gone - for the module and for links created in the context of the module - when you delete it (but not for the artifacts contained in it unless you get and accept the option to also delete the artifacts if they are not used in any other module than the one you deleted).
There is no notion of soft/hard delete as in DOORS 9 (though you could infer for non-module artifacts that - if your artifacts are managed in modules - a remove of an artifact from the module is a soft delete and a delete of a base artifact is a hard delete).
