Prevent edits to DNG stream unless inside a change set

This question seems very simple but I couldn't find any documentation on it. How do I positively prevent modifications to a DNG stream unless those modifications are part of a change set? Using DNG 6.0.4.

Essentially I am looking for "formal change management."

It's in the stream properties.

Gear->Manage Components and Configurations...browse to your stream, click the Details tab, and the checkbox you want is there.
