Drop down menus disappear while scrolling to select option

We are currently testing Jazz CLM 6.0.6 functionally on our Windows 10 Enterprise VM builds with Internet Explorer 11-32bit
Regardless which application I use (CCM or QM), when I scroll to make my selection in a drop-down from a main menu like Work Items or Plans or Source Control, the drop-down items just disappear before I get a chance to select one. I can’t even access the drop downs next to my name making it even impossible to Log Out
I’ve looked at several solutions to try to fix it - changing mouse options – easy of access center – Internet Explorer settings, etc. but the issue is still happening.
When using Firefox on the same machine, everything works fine. When using Microsoft Edge, it works fine.
No other web applications installed on this VM are experiencing this problem when using IE
Has anyone seen this behavior before with IE. If so, is there a solution to fix it.
