Adding "Duplicate Of" Link keeps work item in open state

In this case we have an anomaly work item that is a duplicate.
If first setting the link "Duplicate of" to another work item, it puts the anomaly in the open state, and keeps it there despite attempts to change the state....keeps reverting back to open.
However if resolve the anomaly as a duplicate, and then add the "Duplicate of" link, it will put the anomaly in the resolved state as expected....and does not get "stuck" in the open state.
Is there a reason for it to be "stuck" in the open state, when just adding the "Duplicate of" link?
