Online help from web interface in an offline environment

Is there a way that one can download an online help and make it accessible from the web interface in an offline environment?

I need RTC get started tutorial on the offline environment as we are not connected to the internet.

Check out the downloads page (for 2.0.0.1 - https://jazz.net/downloads/rational-team-concert/releases/2.0.0.1?p=allDownloads). In the Incubators sections - I think the RTC Help as a Deployable Web App might help here (not tried it myself - but worth a look)
