RTC centralized Master process template and consumer project model. "Modify the process customization" permission

We have a single MASTER RTC project and consumer project model in place with the goal to ensure a centralized process template is used by any consumer projects with no deviation allowed at team area's process customization on any consumer projects. The MASTER RTC project process template is shared amongst consumer projects.

There is s RTC permission called  "Modify the process customization" which currently our bespoke "proj admin" has enabled and which we believe if disabled would prohibit the bespoke "proj admin" role from executing team area's process customization on any consumer projects. Can anyone confirm ? What exactly is the purpose of RTC permission "Modify the process customization"?
