Is there any API to create a local stream for a fine grained component in RQM GC context
In RQM GC context, the local stream gets created under the same fine grained component, irrespective of the config-context (config of fgc). Is there any oslc API to create local streams inside a specific fine grained component.

Yes. Both the RQM Reportable REST AP (see https://jazz.net/wiki/bin/view/Main/RqmApi#Resources_and_their_Supported_Op) and the OSLC Config API (see https://tools.oasis-open.org/version-control/browse/wsvn/oslc-ccm/tags/final/specs/config-mgt/oslc-config-mgt.html and https://jazz.net/wiki/bin/view/Main/RqmOslcQmV2Api) support creating new components and configurations (streams/baselines).
