Check should be put in place to ensure association of work item types are done in consistent manner.
Example:  A defect work item type should be associated with CR work item type with "Resolve" relationship only.
Should not be associated with any other relationships. Is there any precondition to do this?

There is no built in precondition I am aware. You would have to develop one.
