can we stop a user from being subscribed to a work item when he comments on it. by default the person who comments gets subscribed to that work item.

No, that functionality cannot be changed.   This functionality has never been implemented because most commenters want to track what is going on with the work item on which they have commented.   The commenter can of course easily unsubscribe after setting the comment.
