It's so that a user can pull out any artifact that belongs to his/her team. Filtering by folder is not efficient because there could be many folders to add in the query and every time a new folder is added, I have to remember to update the query.
I'm not aware of such feature, but I imagine it will be very expensive if it exists, as the team ownership is not a "container", so the query will scan through all artifacts in the system to get the desired result.
