 Dear,

1.   In Scrum template which role is responsible  for establishing points to user stories? and in which kind of plan that role has to do that (in the product backlog, release backlog or sprint backlog)?

2. In which plan (Release backlog or Sprint backlog) and which role is the responsible for create the work items: "tasks"?

  1. This is not an RTC question. You might want to look into scrum https://www.scrum.org/resources/what-is-scrum and how it is supposed to be done. You can also use your own process. In scrum the team members collectively select the story points and other estimates.Note it is not unheard of that there are different flavors and implementations of frameworks such as SCRUM.
  2. You can set pints in any of the plans and can use any of them, quick planner or no plan at all.
  3. You can look up the permissions given to each role, but I am pretty sure that most of the roles have permission to set and save story points.

The same items1-3 appliy to creating the task work items.
