Loading in a build only a subset of the components

Is it possible to load only subset of the components for certain builds. I tried to create workspace with only a subset of the components , but the removed components reappear . Using load rules looks very weird to me that I need to select an empty folder or something.

I also want the build to run on if the selected components have changes...

Is it possible in RTC 1.0.1.1 ?
