OSLC CCM links can be read using the RQM Reportable REST API (see https://jazz.net/wiki/bin/view/Main/RqmApi#calmlinks) and RQM OSLC QM API.  However, it's difficult to answer since RQM does not provide support for integartion with JIRA.  There are some vendors that provide this support so those vendors would have to confirm if they are storing OSLC CCM links in RQM.
