To add to Ralph's reply. You will need to extrapolate from https://jazz.net/wiki/bin/view/Deployment/SizingAndTuningGuideForRationalDOORSNextGenerationVersion60 to see how your workload compares.
"The System Requirements
no longer quote a minimum specifications for CPU and RAM, preferring to use the workload definitions within the Sizing guides. Smaller systems should extrapolate down according to the above graphic. 1 user & a large import of data from DOORS 9 is still going to need ample hardware for the size of data and not sized for 1 user."
It is very wise to keep the database server separate from the applications. However, I would say that if you're using RDNG, RTC, JTS (you didn't mention JTS) on one server then you should plan URI names such that they could easily be separated in the future, see: https://jazz.net/wiki/bin/view/Deployment/PlanningYourURIs
