Two projects can have quite different operations depending on their configuration, for example, those under Save Work Item > Create a work item > Create a work item of a specific type. I don't think there's a way to technically ensure the integrity of the permission sets (even if the copying can be done).

IT is not possible to copy Permission of One Project Area to Another
The Only way you can do is that Make a rar of Project Template and you can use that Project Template in another new Project as a Project Template, it will contain all the workitem and its permission will be available in that rar template.
Individually you can not copy or implies permission of one project into another project
