is it possible to query/check if change sets exists through RTC OSLC query api?

I have a RTC OSLC query that filters on state and a custom attribute value. I want to add a filter to check whether change set(s) exists or not in the oslc.where clause. Is this possible?

Currently RTC OSLC API does not provide SCM capabilities.
