When viewing a snapshot in RTC Web, can anyone get the download file link to work?

 We are running RTC 6.0.3 and while access a Snapshot on a Stream using IE 11, Firefox, or Chrome we have noticed that the option to download a file that is part of the Snapshot does not work.  We can navigate to a folder that contains a file and the Download file icon is there but when clicked on, nothing happens.  Binary files can be downloaded in a round-about manner by clicking on the file then using the "downloading" link in the resulting window.  Is this a known issue or do I need to open a PMR on the issue?
