Cannot access RQM Jazz setup

I have completed an installation of RQM 2,0 on windows from a download set. I also installed the RTC Client for Eclipse. I start the Tomcat server and it appears to hang, but does not give any errors.

I cannot access https://localhost:9443/jazz/setup. The installation instructions tell me that is the first thing I need to do.

Hi Tim,
Can you provide some more information?
Particularly, what browser are you using?
What does the browser display when you try to go to that URL? Does it give you a 404, loads indefinitely, other?
Is anything "interesting" output in the Tomcat console? Do you get "server startup in XXXXXs" as the last message? You should wait for that.
