Is it possible to integrate RTC SCM with VisualSVN standard edition coupled with a custom application.

Visual SVN seems to be a SVN integration provided for Visual Studio. So the question does no seem to make a lot of sense to me. You should be able to use RTC and Visual SVN in Visual Studio, however, as far as i can tell, only one of the systems can be active for any given projects.
