IDefaultLicenseProviderService failed to be activated

Question from a non-developer.

We have a pilot deployment of RDNG running on Windows Server and using a DB2 database. 

We have tried to access it for the first time in some weeks, and browsing to the /rm login URL presents us with the following error:

"Error 503: CRJAZ1972E The "com.ibm.team.repository.servlet.internal.FetchLoggedInContribService" service failed to activate because a service that it depends on, "com.ibm.team.repository.common.IDefaultLicenseProviderService", failed to be activated.”

Previously this URL presented us with a login screen. 

Can anyone advise us how to start the service which the error message suggests is not activated? Is this a Jazz service rather than a Windows service?

The Jazz applications implement several services internally the services have dependencies. What you are seeing is the result of some kind of error in your setup. It is impossible to tell anything more from the information above. I would consider for look into the /server/log folder and check the log files e.g. the rm.log.
