userid case sensitivity logging in / connecting

Why are there differences? Sometimes case sensitivity is required, sometimes not?

e.g.

I add a new repository connection to RQM in the Eclipse Client; I have to use:
MYNAME.ie.ibm.com
I log into RQM through the web UI client; I can use:
myname.ie.ibm.com
