Error Upgrading RAM Version 7.5.2.3 to Version 7.5.3

I am getting the following error when upgrading RAM from 7.5.2.3 to 7.5.3:

The IBM Rational Team Concert server is down.

CRJAZ1687E Unable to connect to the server with URI https://tsysratramtrn.tsysdev.net:9443/ramccm/. This can happen if you have supplied an incorrect URI or if the server is down.

The server is running and the uri is correct. How do you start RTC in RAM?
