Triggers / hook code in RTC work item process

I have a customer who is wondering how to implement triggers or hook code in RTC. They currently use this code in ClearQuest to integrate to other systems but they are interested in replacing ClearQuest with RTC rather than integrating with it. Is this possible?

Here is an example they would like to see:
1. Create a work item "Build Record"
2. When Build Record gets to an "approved" state, it should automatically kick off a build (could be in RTC or could be a remote system)
3. When a Build Record is in a "broken" state, it should automatically notify a team in RTC

Is this possible in RTC and could you please provide an article or example of how to do this?

1. Create a work item "Build Record"
2. When Build Record gets to an "approved" state, it should automatically kick off a build (could be in RTC or could be a remote system)
--> Launch a build Follow-up Action (work item 86704)
(currently triaged, please add comment as needed)
3. When a Build Record is in a "broken" state, it should automatically notify a team in RTC
---> Provide a Build option to send notification email upon completion of a requested build (work item 50000)
(target 3.0, work in progress please add comment as needed)
