Allow me to answer my own question after some research....

Basically there are 3 WebSphere Licenses. Core, Base and ND. Core is essentially the Java EE Web Profile. Base is Java EE Full Profile and ND is Base plus Distributed Management - Clustering, Auto-scaling, Health Management etc.. Liberty is an implementation of WebSphere Application Server. Traditional WAS is what you all know an love. You are entitled to use either or both Traditional and Liberty on a Base and ND licensed host. You are entitled to use Liberty implementation. with the Core license. The Express edition has been discontinued in V9.
