as the wildcard is only supported in oslc.where for the property (or identifier) of the term, I am not sure how to filter 'all test plan name starting with "ctp"'
I don't think this would work for you but maybe someone else can suggest further:
ps://server:port/qm/oslc_qm/contexts/_7C2_YDQIEeKh2o37xigryw/resources/com.ibm.rqm.execution.TestcaseExecutionRecord?oslc.where=dcterms:title="ctp*"

The RQM OSLC QM API does not support wildcards in predicate values (see http://open-services.net/bin/view/Main/OSLCCoreSpecQuery).  However, the RQM Reportable REST API does (see https://jazz.net/wiki/bin/view/Main/RqmApi#wildcard).
