How to define Artifact Container catalogs in Rational Engineering Lifecycle Manager v6.0.2?

In RELM I am getting the following message when trying to establish an association 

"No artifact container catalogs published in rootservices resource of this application. Therefore, could not evaluate association types of this project area" .

Is there a way to resolve this ?

RELM 6.x doesn't contain any artifacts which would make sense to link directly to artifacts in other CLM tools.
For example there currently isn't a use case to link a RELM View to an RTC work item.

Instead RELM allows the user to represent indexed CLM artifacts in Views or Reports.

The widget to create an association is common to all the jazz tools, but in the case of RELM it doesn't support those associations at this time.
So it's working according to design right now.

I am also getting the same message when trying to create an association in RELM.
Is there any resolution to this?
