Is it not a good idea to bundle the supported BIRT version with the RTC eclipse client? This will save from the pain of downloading the right BIRT version and successfully installing the same.

I couldn't agree more - it is IMO a good idea.
See a.o. Defect 59555 and 51099 (https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWorkItem&id=51099)

Why don't you submit an enhancement request to add to the Installation Manager a BIRT installation option (and you could mention Defect 51099) ?
