Why can't I paste copy/cut test script steps in some scripts for RQM 6.0.3

 We are running RQM 6.0.3 and are seeing some confusing behavior.  We are trying to copy or cut a set of test steps from one manual test script to another.  I have seen where the Paste options are available in some test scripts while they are greyed out for others in the same project area with the same team ownership and current owner.  I have yet to figure out what makes the paste allowed for some and not for other.  For the ones where Paste is not allowed, you can't even cut/copy from the script itself and paste back into it.
