DNG Configure Permission for Add Comments based on Folder

Hi,

We have a requirement in DNG, where we have a user "User1"  and 2 folders "Folder A"  and "Folder B" and 2 team areas "TeamArea A" and "TeamArea B" . "Folder A" is associated to  "TeamArea A" and "Folder B" is associated to  "TeamArea B".  We want to restrict User1 from adding comment only to the artifacts in Folder A and restrict adding comment to artifacts in Folder B.

While we checked for possible permission configuration for "Add Comments" in DNG, "Add Comments" operation is configurable at project level and when configured to some role and assigned to User1 in TeamArea A, it will have allow User1 to add comment for artifacts in Folder A but does not restrict User1 from adding comment to artifacts in Folder B. Is this the feature of DNG or the BUG? How should this permission be configured in DNG to get the desired result as in our requirement?
