Does RTC SCM API support changeset associated with change request from different repository?

Hi RTC admins.
Currently I want to add some precondition to check if changeset associated with change request from different repositories(we have to enable OSLC for this function beforehand). From CLM information center, I found following information, does it mean the team process preconditions / RTC SCM APIs will not recognize change request from different repositories but only can support checking associated workitems in the same RTC reporsitory?

Team process preconditions for Rational Team Concert source control do not recognize change requests. For example, requiring approvals on work items to deliver attached change sets works only for work item links and not for change request links.

BTW, I also found the definition of the changeset link - ILinkConstants in RTC 6.0, but for the link type constanct for changeset to change request link is  "EXPERIMENTAL OSLC - DO NOT USE - Link format is not frozen" as described in the comments.

Does it mean we cannot use it for RTC SCM preconditions as mentioned above? thanks.
