Question about Rational Team Concert 4.0 Extensions Workshop

I'm doing Rational Team Concert 4.0 Extensions Workshop (https://jazz.net/library/article/1000) and I have a doubt.
In Lab 4 - Parametrization, how schema.xsd was developed? Some tool was used to assist with tags?

in Eclipse, File->New->Other-Plugin Development->Extension Point Schema

brings up the schema editor

 Seems this is not the editor used to make the file. The schema.xsd from workshop has tags beginning with "< xsd:" and this editor doesn't. 

Here is the schema.xsd I'm talking about:

Plaese see the lab page 103 ff where this is done. If you have a vanilla RTC Eclipse client installed, you just get a text editor. Your screenshot above shows an external editor. If you use the internal Eclipse text editor, it does not know about the syntax. There is no code completion either.
