When we try to create link ("Derives" link type) from Design Manager to DNG artifact, the following error is displayed and the link does not get created.

Error - "Updates are not permitted on resources in a immutable configuration context".

Environment:
1) RM (DNG) Project - Configuration Management is enabled
2) Global Configuration Management is also deployed 
3) RDM (Design Manager) - Models are externally managed. They are published using Simulink manual importer.

Are you trying to create a link from a baseline?  "immutable configuration context" sounds like a fancy way of saying baseline, and you can't create links from baselines.
