How to create a manual test script using the dictionary?

Hi,
we are trying to create Manual Test Scripts from Test Case Design. We created a set of Manual Test Script dictionary keywords and wrote a test case design lines with these keywords but no matter which keywords we use or how often we logoff and login again, the test script was always created  with steps for each line in the test case design.
So, is there a switch anywhere to tell RQM to use the dictionary or what are we doing wrong?
