RRC 3.0.x to 4.0.7 upgrade fails with error CRRS8083E

I am upgrading my RRC 3.0.2 to 5.0.2.
I will do it in 2 steps: 3.0.2 to 4.0.7 and then 4.0.7 to 5.0.2.
When I ran online migration from 3.0.2 to 4.0.7 iFix010 (the latest iFix for 4.0.7 at the time of writing), the migration tool failed with the following error 

A non-critical error was encountered that should be addressed before re-attempting this upgrade.
CRRS8083E An error occurred interacting with JTS

I tried it multiple times and it failed with the same error.

Without looking at the logs, it is hard to determine the root cause.

It could be that rm_user does not have an application-internal license.

RRC 4.0.7 iFix010 has been reported to have issues with the migration tool.
Please apply iFix007 to RRC 4.0.7 instead of iFix010.
RRC 4.0.7 iFix007 has been tested to work with the migration tool.

As Howard correctly points out, this is not an ideal situation.  Please see: http://www-01.ibm.com/support/docview.wss?uid=swg21989885 for further details and then apply ifix010 once you've successfully migrated.
