JAZZ_HOME set in WAS is not reflected in SystemOut.log

Hi
I'm installing RQM 2.0 in WAS 7.0.0.5 & using DB2 9.5 WSE on SLES 10 SP1. I have followed instructions in the RQM infocenter to install jazz.war.
Prior to installing jazz.war, I set JAZZ_HOME value "file:///opt/IBM/RQM20/server/conf".

However, when I try to access URL https://localhost:9443/jazz/setup, I get error 404. In SystemOut.log, I observe the following message on startup of the jazz.war application:

00000061 SystemOut O 05:06:05,389 ERROR eam.repository.provision.internal.ProvisionService - CRJAZ0304I The profile path "/opt/IBM/RQM20/server/provision_profiles" does not exist. Check that the System Property "JAZZ_HOME" is set correctly.

It looks like the JVM custom property for JAZZ_HOME set in WAS is not being picked up. Any ideas what the problem is here?

Thanks, Nanami
