Is it mandatory to import a new migration package created using classic DOORS 9.6.1.3 to a new Project area always?

You can only import a migration package once to a project area, no matter if the project area is new or already has data.

As far as I understand, after you import a migration package from DOORS into DNG, you cannot import the same package again because DNG remembers the original migration package (even if you delete all artifacts created by the original). So you can import a migration package *once* per project area and that's it.
