Creation of Sandbox Project Denied

Attempts to create a Sandbox Project with '6.0.3 M2 with Configuration Management' selected results in a "Permission Denied - Your account does not have the group memberships required to access the requested resource" message.  Attempts to create a Sandbox Project with the other two available options are not denied (I attempted these just for completeness and did not proceed past the confirmation that they were not denied).  I would like to experiment with Streams and Change Sets in RM and believe I need the "with Configuration Management" option to accomplish this.  What does it take to obtain the proper permissions to create a '6.0.3 M2 with Configuration Management" sandbox project?  Or is there another solution that enables experimentation with Streams and Change Sets in RM?

Short Answer:  I have imported your user ID kinggl into the sandbox04 JTS.  You should now be able to create your sandbox04 at https://jazz.net/sandbox04/setup/web 

Long Answer:  When you register at https://jazz.net , your user ID is created on the LDAP server.  A user sync is periodically performed (at least every day around midnight) between the LDAP server and each sandbox JTS.   Your user ID  was not sync'ed with the sandbox04 JTS (yet).  So I manually imported your user ID.  You should now be able to create your sandbox area at https://jazz.net/sandbox04/setup/web.

Which sandbox server did it take you to? I did not have the denial issue with the below URL.

I am still experiencing the same problem at 12:25 Central Time.  I have tried using Internet Explorer 11 and Firefox 38.8.0 (after clearing cache).
