Why doesn't the floating license usage report show accurate info?

After upgrading to 601, you notice the floating license reports do not show much usages, although the Jazz foundation license service dcc task has been running successfully without error.  Why?

The problem can be fixed by changing the Jazz Foundation License service schedule from running daily to run by Interval in every 60 minutes.  Apparently when setting the license schedule to run daily, there will not be much license usages collected.  The following RFE is submitted to remove the daily schedule option for the Jazz Foundation License service dcc task to reduce confusion:
