How can I configure permission for a specific work item type?

I want to create a specific work item type for recording external build information. 
So, I don't want any team member to edit work item for this type, only SCM can edit it. I am wondering whether this feature can be supported by RTC?

I read document on Jazz, permssions seems only can work for all work items.

Any suggestion on how to solve this issue?

Hi, Jane

You may consider to use precondition "Read only attributes for Type and State"  with the role assigned to the different member to control the behavior.
