Have you installed the Oracle client on the server? Can you connect to the Oracle database using the Oracle client? ORA-12514 is reported by TNS, so it is an Oracle error. You need to verify your Oracle configuration first.

I somehow got the same error when trying to set up an Oracle database 12c with CLM. The last part of the JDBC connection string should be a "service name", not SID. So in my environment, it should be "pdborcl.localdomain", not "orcl", or "pdborcl".
