Starting JRS fails with JVMJ9VM015W

Attempting to start my IBM Jazz Reporting Service (JRS) application fails with the following error message:
JVMJ9VM015W Initialization error for library j9gc27(2): Failed to instantiate heap; 4G requested.

Here is the full error from WAS console:
/opt/IBM/JTS601/server# ./server.startup
JVMJ9VM015W Initialization error for library j9gc27(2): Failed to instantiate heap; 4G requested
Error: Could not creat the Java Virtual Machine.

Error: A fatal exception has occurred. Program will exit.

the root cause of the issue was that I have assigned too little memory for the machine in virtualisation system. Assigning 16GB for the machine resolved the problem.
