Hi,
how create ontology in Design Management 6.0, because I don't see Ontology in Designs (Create Design Resource). I have JazzAdmins privileges. Maybe I don't have special licences?

I didn't check with RSA DM, but to activate domain toolkit capability in Rhapsody DM, you need to convert "Domain" Project area to Actively Managed mode (By default, Externally Managed hence you can’t perform editing operation). Note once your convert "Domain" to Actively-Managed mode (you can not revert back to externally-managed), it becomes your responsibility to manage versioning of domains stored under "Domain" Project area. Make sure you associate your project area to the correct version.

If you're Rhapsody users, I would recommend the use of Rhapsody Client to design ontology (though Domain Toolkit provides far more flexibility and options you may need to design ontologies).
