Cannot create the file IBM Rational Quality Manager.url

Hi

I'm trying to install the new release of RQm v2.0 Standard Edition and keep getting the installation error above.
i have no other versions of RQM on my machine, here is the full error :

Can not create file "C:\Documents and Settings\All Users\Start Menu\Programs\IBM Rational Quality Manager 2.0\IBM Rational Quality Manager.url".

I downloaded the 2 zip files from jazz.net.

Any ideas ?

Disregard this as I was able to install on another machine so must be hardware issue, the installation files are fine....
